Changes in Horizontal Equity of Healthcare Utilization before and after the Covid-19

Abstract

|
The purpose of this study is to explore healthcare utilization during Covid-19, which has occurred since 2020, and to compare the horizontal equity in healthcare utilization before and after the outbreak of Covid-19. This study used the Korean Health Panel Survey(2019-2020) including individuals aged 20 and above. To measure horizontal equity in healthcare utilization, we employed the concentration index(CI) and horizontal inequity index(HIwv). The results showed that the HIwv index score was negative, which implies pro-poor inequity in 2019 and 2020, but it increased in 2020 compared to 2019 and changed toward convergence to zero. This suggested that in Korea, although the equity in healthcare utilization has not deteriorated during Covid-19, it has had negative impacts on low-income groups. The significance of this study is to be the first research to analyze the change in horizontal equity before and after the Covid-19 outbreak in Korea.
